October 13, 2020, Washington, D.C. — Croatia, a NATO member in the Balkans was taken to task for blocking the return of Jewish property through a public statement issued by two American Senators and a recent U.S. State Department report. In contrast, Serbia was publicly praised for Holocaust property restitution by the U.S. government through its official statements and the U.S. Embassy in Belgrade’s website.

The U.S. State Department’s Justice for Uncompensated Survivors Today (JUST) Act Report on Croatia released on July 29, 2020, stated the following:

“Croatia does not have adequate legal mechanisms to address Holocaust-era property restitution, and the government generally has not demonstrated the political will to return property taken from Jews during the Holocaust and after WWII. The U.S. government has long advocated with the Croatian government for restitution of Jewish individual and communal property, and for Croatia to develop a mechanism to address issues related to Jewish property rendered heirless as a result of the Holocaust.” …

European Union (EU) and US taxpayer funds, kleptocracy and money laundering have kept two mayors in the city of Rijeka in power for the last 30 years. These mayors have made the City of Rijeka entirely dependent on free money (US and EU taxpayer grants), cheap money (US and Europe’s taxpayer loans via the World Bank) and stolen monies (money laundering of illicit gains). The construction company GP Krk does all the construction for the old boys’ network.

Inadvertently, the unintended consequences of the EU and US “free and cheap money (taxpayer funds)” in Croatia are the further erosion of the rule of law, absence of independent judiciary and lack of protection of property rights, which can not take hold in this Balkan mafia state.

February 17, 2020 | Washington, DC — In the 2019 Global Competitiveness Report presented by the World Economic Forum (WEF), Croatia’s judicial independence was ranked 126th out of 141 countries, rated the worst within the European Union (EU), and falling further behind non-EU member states including Russia, Ukraine and Serbia. In the previous year’s 2018 report, Croatia’s judicial independence ranked 120 out of 140 nations reviewed.

If the European Commission is serious about addressing grand corruption and the destruction of the rule of law in Croatia, then Brussels’ leaders ought to immediately trigger the “Cooperation and Verification Mechanism” for Croatia.

The report’s findings expose a flawed EU enlargement project which continues to ignore the most significant bedrock of democratic governance — the foundational rule of law which protects human rights, private property and safeguards democratic institutions. Independent judiciary is necessary for the rule of law to prevail, otherwise, the legal rights of citizens and private economic stakeholders are abused. …
